DIVISIONS

OPERATIONAL DIVISION

This division serves as the core of law-enforcement efforts to prevent drug smuggling, distribution, and abuse nationwide, ensuring swift and effective action. The Operations Division is responsible for carrying out enforcement duties, including patrols, raids, and border control operations, in an effort to dismantle drug-trafficking syndicates and combat drug abuse within the community.

INVESTIGATION AND PROSECUTION DIVISION

This division plays a vital role in conducting drug-related investigations, gathering evidence, and preparing complete and detailed investigation papers. It works closely with the Attorney General’s Chambers to ensure that prosecution processes are carried out in an orderly, standardized, and effective manner, thereby enhancing the success of legal action against drug offenders.

DRUG EDUCATION AND PREVENTATION DIVISION

The Drug Education and Prevention Division focuses on building public awareness through educational programs, prevention campaigns, and digital media channels. The division establishes strategic partnerships with educational institutions, government departments, non-governmental organizations (NGOs), and local communities to ensure that drug-prevention messages are effectively delivered to all levels of society.

TREATMENT AND REHABILITATION DIVISION

The Treatment and Rehabilitation Division is responsible for implementing comprehensive rehabilitation programs. This includes managing treatment at the Al-Islah Centre through family-based therapy (Therapeutic Community), counselling, and psychosocial interventions. In addition, the Surveillance Section administers the Surveillance Scheme to support the reintegration of residents or Persons Under Surveillance (OYDP) into the community, with a strong emphasis on holistic rehabilitation aimed at preventing relapse.

ADMINISTRATIVE AND FINANCE DIVISION

The Administration and Finance Division oversees administrative and financial matters, including the procurement of logistical needs and the maintenance of BKN’s key assets using the allocated budget. The division ensures full compliance with government financial regulations and supports the smooth operation of BKN through efficient resource management.

OFFICES

OFFICE OF STRATEGIC MANAGEMENT AND COMPETENCY STANDARDS

This office monitors and manages the implementation of the department’s strategic planning by developing and overseeing the Key Performance Indicators (KPIs) for each unit, section, and division. It is also responsible for updating and coordinating the implementation of policies such as Standing Orders and the BKN Work Procedure Manual (MPK), ensuring that all services are delivered with proper ethics, standards, and professionalism.

Additionally, the office oversees BKN’s Internal Audit through the annual appointment of the Internal Audit Committee, ensuring that procurement management, work processes, and related activities comply with the standards set under Government Financial Regulations. Furthermore, the office manages BKN’s capacity-building initiatives through local and overseas training programs.

THE SECRETARIAT AND PUBLIC RELATIONS

The Secretariat and Public Relations section serves as BKN’s official channel for building relationships with government agencies, the community, and international partners. This section manages regional cooperation, memoranda of understanding (MoUs), and strategic communications, while coordinating official events to promote the image and objectives of BKN.

The Operational Intelligence Section is responsible for gathering and analyzing tactical and strategic information to detect drug-smuggling activities. This section supports enforcement operations by providing accurate intelligence and fostering cooperation with law-enforcement agencies both within Brunei and at the international level.

BRANCHES OF BELAIT , TUTONG AND TEMBURONG DISTRICT

The Belait, Tutong, and Temburong District Branches serve as BKN’s representatives at the district level, carrying out enforcement, prevention, and treatment duties. These branches maintain close engagement with local communities, ensuring that policies and operations are tailored to the unique needs of each district, while supporting BKN’s objectives at the national level.

INFORMATION TECHNOLOGY UNIT

The Information Technology Unit is a core component of BKN, responsible for developing information and communication technology (ICT) systems, managing databases, ensuring information security, and driving digital transformation. The unit ensures that BKN’s technology infrastructure remains advanced and secure, supporting daily tasks and operations efficiently.

THE ARMORED VAULT UNIT

This Unit is responsible for overseeing the storage of narcotics case evidence at the highest security standards. The unit ensures that all evidence is properly recorded, stored, and controlled in accordance with standard operating procedures (SOPs) and legal regulations, safeguarding the integrity of the investigation and prosecution processes.
